I tried make html-docs from the docs/ directory but got network access errors. I noticed that the --nonet option was used on the xsltproc invocation, and some comment in the main Makefile that building the docs is slow and intentionally left as the last thing to build. Was the --nonet option to avoid going out to the internet? Maybe your build machines have these things cached locally?
