What are the permissions on 
<valg-install-dir>/lib/valgrind/memcheck-amd64-linux 
(might be "lib64/valgrind" vs "lib/valgrind)"?  I think the executable 
permissions bit should be set for everyone -- install user (root, in your 
case), 
group, and others.
