No, it hasn't been modified in the tar ball. The tar ball was created from
the 3.10 branch:

   svn://svn.valgrind.org/valgrind/branches/VALGRIND_3_10_BRANCH

not from the trunk:

   svn://svn.valgrind.org/valgrind/trunk

The branch was taken when 3.10.0 was released, and AC_INIT has never been
changed on that branch.

If you want to use svn, but get a version that corresponds to a given
upstream release, then use the appropriate tag, for example:

   svn://svn.valgrind.org/valgrind/tags/VALGRIND_3_10_1
