It is failing in the stage where it is building MPI support. Your setup seems to have mpi installed (mpicc and mpi.h are found), but apparently not a version of mpi.h that works with valgrind. You might try configuring --without-mpicc or else revert the MPI version to 2.something instead of 3.something. (The latter is a little bit of a guess, but because configure --help mentions MPI2.)
