Dears,
   
  A FEDERATION OF VILLAGE MOVEMENTS in / Goa is the need of the hour. Each 
village must have a movement that is rooted locally and it must be empowered 
with the support of village movements elsewhere to do what it must, without 
fear or favour.
   
  The GOACAN has done a tremendous job of federating the Civic and Consumer 
forums  and the Goa Bachao Abhiyan has inspired many village groups. With the 
"Ward Development Committees" likely to be a reality, sooner rather than later, 
there is a need for village level involvement in the PLANNING PROCESS. We have 
already seen what the Panchas do when the Panchayat is entrusted in their hands 
for five years ... with no one keeping tabs.
   
  Get involved. Keep your eyes and ears open. Raise your voice when needed. 
Those who abdicate their rights have no right to complain. The Gram Sabha is 
not for couch potatoes and armchair analysts, however well intentioned they may 
be. Be there or be square.
