  Here is an interaction between two NRGs about Goa and the Regional Plan 2021 
and who SEZ what. It has some wonderful insights, specially on zoning for

used.  Zoning laws control development without
stopping it and make it compatible with the

"destroying nature".  Zoning laws, which are developed
with local input, are a sensible solution that control
development without preventing it and make it
compatible with the local environment.  Everyone wins.

Citizens in a democracy can get together collectively
to influence their local legislators, as the Aldonkars
did and the SEZ opponents as well.  This is perfectly
legitimate as long as it does not trample on the
rights of minorities.  These decisions can still be
challenged in court and the legal system will
arbitrate.  All such heat and angst is precisely what
zoning laws would avoid, up-front, before a project is
approved, without village-wide or state-wide morchas
on every project.

 doing their best to preserve Goa, for the future of our children.
