Speaking of drawing maps and counters, thought I'd post this link that I came across. If Photoshop and/or PSP/Corel is out of your price range but you still want the ability to work with images, there's this open sourced graphics program that I just installed:
http://www.inkscape.org/ It will work with vector based (SVG) graphics as well! It's a small footprint on your harddrive as well, the download is under 9mb.
