While it'd make for a long email to explain the entire procedure so I wont, but 
I will point you to a few resources:

First and foremost is the Help file that you can access after you've selected 
to create a new module.  Tip:  I like to have a printed version of the docs 
with my little notes and stuff added.  You can get the html pages that make up 
the documentation off your computer by going to:

C:\Documents and Settings\**your computer**\Application 
Data\Sun\Java\Deployment\cache\javaws\http\Dwww.vassalengine.org\P80\**latest 
Vassal Version**\DMws\RMdocs.jar

(subbing appropriate values for the stuff in **...**)

Copy that file and then rename the copy by changing the .jar to .zip.  You 
should then be able to extract those html pages/images and open them up in your 
browser.  You can then copy the text or if you know basic HTML, you can make 
yourself a nice reference manual.  

The documentation at vassalengine.org as well (the Wiki).  More and more is 
being added to it - hopefully someday it will be a complete source for module 
making.  Right now, it has bits and pieces that may help.  I have a tutorial 
for how I do the maps:

Brent has a number of components in the "Developer's corner" that may help.  
The AutoImages will help you make the counters:

The way that I learned was to simply download a module or two that basically 
worked the way that I envisioned that my module would work.  Perhaps it has a 
deck (cards) or predefined setups, etc.  Find a module that has some of those 
features and then edit them - start Vassal, select "Edit Module" from the menu, 
select the module to be edited.  I then had a look at what was in there and 
just pieced together what was doing what.  It's not terribly difficult, and 
actually is pretty intuitive once you see how the components interact with one 
another.
