RK is already running PHP for his site(s) - it's installed on his hosts server (if he's not running his own servers, I don't know). PHPPhorum and several other forum packages are open sourced, some have fees and some use that softwares central servers. But long answer short, there would be no costs to RK aside from the time to set it up.
