Not to take away from your effort in this regard but you do know you
can go to the GMT Games web site and it will take you to
BoardGameGeek.com that has a link to the warroom or wargamer not sure
which is why I am saying to follow the links and you can download an
already done version of internet EE (iEE I think it is called) that
can also be used offline to teach the basics of the game as well as
play online.
As for your question I have no experience on VASSAL but just thought
you might like to know the above.
