What is it that you want VASSAL to report? The starmap does not have a grid, so cannot report any sort of location. If you want to change what is reported when a piece is moved, then in the Map, change the 'Auto-report format for movement within this map' and 'Auto-report format for movement to this map' fields to say exactly what you want.
Instead of
$pieceName$ moves $previousLocation$ -> $location$ *
Just use
$pieceName$ moves *
or something like that?
If you want VASSAL to report a location, you will need to add some sort of Grid to the map.

Sub-menus work by specifying the Command Name that would normally appear on the right-click menu. These come from the Key Commands specified in individual traits. In your special Actions sub-menu, you have specified the AJG command, but I cannot see any Key Command in any Trait that has an AJG command. The closest is a layer trait called AJG, but it does not contain an AJG command (in fact, no commands at all!).
Finding no commands to display, the sub-menu is displaying a very small sub-menu containing no entries.
