I didn't make any change to the underlying Game piece Layers functionality. This is still the same - you use a particular marker to specify which layer a unit stacks in within a hex. I just added some facility to turn specified layers on and off, and to rotate the order layers are defined. The multiple stacks in the same hex are all place on top of each other. Unless the counters in the lower stacks are larger, you canot see them. I also modified the Counter Detail Viewer to optionally show counters from all stacks in a hex, rather than the old method of just showing the top stack.

There are also built-in key commands that you can use to move counters within a stack - Use the arrow keys to move units to the top or bottom of a stack, or up or down. Once ordered, the units within a stack will not change except by player interaction.

There is, however, no facility to automatically order units within a stack, but depending on the size of your counters, you may be able to get away with Game Piece Layers.
