In Windows Explorer, one can 'associate' the .mod extension w/ WinZip.
Then a double-click on the modfile in Explorer will open the modfile in
a WinZip window. In WinZip, open the Options menu & check the display
for 'paths'.

If you've got a bunch of 'replacement' imagefiles ready to go, place
them all in a dir named 'images', then drag that dir from Explorer &
drop it in your modfile's WinZip window. An 'add & replace' dlog will
open, be sure that the '8.3 format' & 'use full paths' options are
checked OFF, & tag 'ok'.

Note: pay special attention to upper/lower-case filenames! VASSAL/Java
is pert' strict & will recognize the difference between File.gif &
file.gif. WinZip can be oblivious - it will replace File.gif w/
file.gif, and will pooch the modfile! If your modfile is looking for
File.gif, it won't be satisfied w/ the presence of file.gif!
