As long as the submenu trait is above the Restricted Commands trait, then the 
submenu will not see the commands and will not be built if all commands are 
restricted.

Was included in the 1.8 update to Turntracker released 30 May 06 - See 

http://wiki.vassalengine.org/doku.php?id=turn:turntracker

The current turn levels are available as Global Properties and Global Key 
Commands can be attached to the Turn tracker that can ben set to fire off when 
certain turns or phases or whatever are reached.
