It's just a guess, but it sounds like to me that perhaps you have one of those
"internet security" utilities that clears your history every time you reboot
and perhaps it is deleting the Java folder/cache/whatever. Are you running
Norton or another similar program? Might check the settings on it. Maybe
Brent or RK will have some better info.
