Ok, I assume that if there was a user-accessible setting for scroll speed
then someone would have told me about it by now. Since this is the highest
on my list of things which irritate me about VASSAL, I'm going to do
something about this after Brent and I finish SVG support and The Longest
Day module I'm helping with is done.
