I have no clue how it is blocked. The message that I get when I try to go to the Vassal engine site )and the brainiac site for CB) if that the site is blocked by Websense filtering the word "games." As I noted though it doesn't block all sites that have to do with games. I have no computer admin experience and no idea how Websense works, so I don't have any idea what to do to work around it. It is a nuisance since I occasionally have an hour or more around 3-4 am when nothing is going on at work...I am allowed to sleep (!) in that case (although I can't do it very well there), but can't log on to look at my games.
