Todd,
Currently, there is no such thing as 'applying actions to a hex'. I am slowly
developing an enhancement that will allow you to do exactly what you are asking.
In the meantime, the only way to implement 'Hex' type actions and information
is to load the board with 'Does Not Stack' Terrain markers in each hex. You can
use Global Counter Commands on you moveable counters to pass commands to
'Terrain' pieces in the same location.
I have used this technique successfully on an area based game, but would be
painful to implement on a hex based board. (It was painful on an Area board
with only 20 odd regions to worry about!).
I have used a similiar techniques to make VP hexes (e.g. cities) with markers
that the players flip over to change control. I used large hex sizes and offset
the marker counter (a small flag) so that it was visible below the counters
stacked in each hex.
