Use the Invisible trait.

If you need more control over your stacks and want it to be a bit smarter you
could then use the Invisible trait in conjunction with 2 triggers and a dynamic
property. Apply a Key command on the map window for whenever units/stacks move
- this key command fires off the dynamic property to select visibility status
(prompt selection). If visibility is off, trigger 1 hides the piece, if
visibility is on, trigger 2 makes the piece visible

Unless masking works differently than I think it does, that's kind of
suboptimal as a solution. Pieces are either masked or not independent of
how they're stacked, right? Since the piece on top of each stack shouldn't
be masked, a player would have to mask/unmask tokens by hand after doing
moves which left previous stack-toppers burried or previously burried
pieces on tops of stacks. That would be irritating and error-prone.

If there really isn't a way to do this simply at present, then I'm going
to add it as a trait, called "Mask If Stacked Upon" or something like that.
