I put them there because in each of the years the German has the 
choice of taking those cards into their hand and then drawing up the 
rest to make his hand limit. So far I don't know of many people not 
taking them into the hand. 

If you don't take them just put them on the 1942 or 1943 deck before 
doing a random draw.
