[vassalengine] Map Overview Window Not Working

Since upgrading to 3.0.8, the Overview Window function has stopped
working. The map is zooming in and out just fine but hitting the
button I created to get a map overview box does nothing. I thought it
made need to be reset so I went into that map, deleted the Overview
Window, and rebuilt it. Still no go.
