If you are using VB6 then No.

The only reason the .NET Framework is a suggested update, is so that
programmers who ARE using .NET don't have to distribute it with THEIR
programs, in the same way that many shareware authors now offer msvbvm60.dll
as a separate download to make the main downloadable file for their program
that much smaller.
