Because VirtualBox can execute both 32-bit guests and 64-bit guests. The tests are required to check the integrity of the data structures in a 32-bit context, therefore we need to execute these tests as 32-bit binaries. Right now I don't know if it is sufficient to omit these tests from building but we will not do that by default as 64-bit-only systems are very rare.
