As Alexey correctly pointed out, the parts we are using from QEMU are _not_ GPL licensed. Any code contributed to VirtualBox has to be committed under the MIT license or we can't include it in the official build.
This is now the case and was the case since day one. Maybe not the best from the community point of view, but thats how it is. The point Klaus was making, is that we do not have the time to test stuff (like the VNC part) which isn't part of the core product. But we are happy to include patches (in the source version), when the community does the testing as well (and the fixing ofc).
