Thanks Franks,
After making several tests (using a small C# program I wrote to count the 
number of cores using this API), I'm able to report that this is indeed a bug 
with Windows Server 2003 and Windows XP Pro x64 SP2, and I'm glad to report 
that installing KB932370 resolves this problem.
This bug is not present in Windows XP Pro SP3 (32 bit).

This means no workaround is necessary.
