Yes. See the user manual section 4 for a description what benefit
the guest additions provide.

They will work on both, the OSE version and the PUEL version as both
provide the same interface. And the interface is backward-compatible,
that is, older guest additions will work on never VBox versions. Never
additions should also work on older VBox releases although the latter
is not 100% guaranteed.
