Using the resolution settings of Windows will not help much.
Try to enlarge the VM window by dragging one of its corners
to the outside. Does the resolution change that way?
Also, play with hsotkey+F (full screen) and hostkey+L
(seamless).

If that does not work, uninstall the guest additions, stop
the VM, boot the VM to WindowsXP safe mode, login as
administrator, and install the guest additions in that mode.

Then, shutdown the VM again, boot it for normal use and try
the drag-a-corner trick again.
