The Fedora 13 just did an update on win and all associated packages to
version 1.3.1-1

This update (unlike the old 1.1.38 ) does not have what the OSE config
reuires: wineprefixcreate

Checking for Wine support: wineprefixcreate not found

which is not provided by this update to wine-common.

What's the solution?
