Actually that isn't a requirement.  All I can say is that the original
error message ("Failed to create a proxy device for the USB device
(error VERR_READ_ERROR)") says that VirtualBox was able to access the
device but not to talk to it properly while first connecting to
it/constructing the proxy that links the virtual device in the guest to
the physical device on the host.

A log file from the machine on which this error occurred (from a session
it occurred in) might provide more information.
