If you already have a license you should already have a DVD of that
version of Windows. You typed "Windows &" so I guess the "&" was a typo
of "7"?

Or you bought a computer that has / had an OEM version of Windows
installed. That license is not transferable to another version or
another machine. It belongs to that Windows 7 as installed on that
machine. You can not install Windows on more than one computer unless
you have more than one license.

And I agree with Giles's comment of the possibility of a damaged or
infected ISO. Very common with pirated files. And pirated files are
stolen files because you can not even give them away since you don't own
them. When you buy a music CD, for example, you don't own the contents.
You own the plastic and the right to play it.
