Here is what I do - in /etc/rc.local, I have these lines, before exit 0:

startlist=`cat /etc/vbox/startlist.txt`

for vm in $startlist
do
    logger ===================================================
    logger = Starting $vm Virtual Machine
    logger ===================================================
    /usr/bin/VBoxManage -nologo startvm  $vm --type headless
    sleep 10
done

In /etc/vbox/startlist.txt there is a list of names of the VM's that I want
to start.
