you are right, the link points only to one version of the Extension Pack,
actually to the version which corresponds to the current release.

The note on the website is there for two reasons: After upgrading VirtualBox,
one should also upgrade the Extension Pack. If the update checker is enabled,
the user will be notified by the GUI, but still. The second reason is that
even older versions of the extension pack are available, see 'VirtualBox
older links' on the same page. And as also mentioned, if someone still uses
VBox 4.0.16, he should install the corresponding Extension Pack for 4.0.16.
