On a GNU/linux system, you want ifconfig, on windows ipconfig should
be able to do it, but I don't know for sure. If you mean set a static
ip inside the guest from the host, I'm not sure that's possible, but I
could be wrong.

Run:

vboxmanage showvminfo vm_name

from the host, where vm_name is the name of your guest, and look at
the "Additions run level" line. If it's greater than 1, the system should be 
ready
for use.
