No, there is not a single "portable version" of virtualbox, that you can
take on a pen drive and run the same executable Virtualbox on both Windows
and Linux (or Mac OS X). There are DIFFERENT BUILDS of Virtualbox for
Windows, for Linux, and for Mac OS X.
You need to install Virtualbox ON WINDOWS; then on MAC (or Linux), and THEN
once the app is installed on each OS, you can transport a Virtual machine
between systems, better if you export it as a single .OVF file...
