Probably one of these:
- the CPU does not support VT-x
(Look it up in the manufacturers documentation)
- VT-x is not enabled in the BIOS settings
(Sometimes the BIOS does not
even support changing this setting)
- Some other virtualization product grabbed VT-x
(you can only have one active hypervisor)
