Define "Sell" and define "Virtualbox." Virtualbox is GPL. Somebody can distribute it and charge for the distribution. But why would anybody bother paying when they could go get it for free? Virtualbox Oracle Extensions is licensed by oracle. If oracle permits a reseller to sell licenses, then yes, it's fine. Most likely, this is what they're talking about, because why would anybody try to sell the GPL product that everyone can get for free?
