Maybe not helpful, but you're not alone.  I've seen that too.  There are 
several things I can say, which might not be the slightest bit helpful:  

If you're doing RDP console, it's simply not there.  As far as I know, not 
supported.  Only available if you are running the local vbox console window.  

Even if you are running the local vbox console window, under some condition, it 
goes away.  I think it's if you enter scale mode, or exit scale mode, or 
something like that.  I can't seem to reproduce it now, so I don't know...   I 
do recall, the only fix I found was drastic, like deleting and re-adding the 
guest machine, or deleting all my vbox prefs and then launching vbox as if it 
was the first time again.
