I've had good luck with calling the activation phone number when activation doesn't work and saying that you've had to do major motherboard replacement/upgrade and now reinstalling when the activation failed. It's kind of true. Mostly. As far as I'm concerned, a VM is a major motherboard replacement. :-) I think the major difference over previous OS releases is that Microsoft is now paying attention to the number of times a license key is used both in parallel and serial. I've cloned activated VM's and after two or three clonings, the VM stops working.
