I have a rather ancient quad Phenom 9650 system, 8GB RAM, Win8.1 64bit.

I used to run VMs on it quite happily - now its not so happy. 
Virtualisation is enabled in BIOS but it doesn't think so.

Might be a Win8.1 thing - its a while since I ran VMs on this system.

It probably IS time I upgraded. ;-)
