Maybe, maybe not. Just a suggestion:
You may have to run extension pack install/uninstall with
elevated privileges, i.e. with pfexec/sudo or as root.
It is unclear if you did so.

By the way, the extension pack can also be managed in the
VirtualBox GUI, with elevated privileges: 
        menu: File / Preferences / Extensions.
