I can confirm that I get "Connection Reset" from Argentina (via Level3
to the USA).

Probably unplanned site maintenance, or you'll have to wait until some
VM is rebooted :)
In today's world, a web server is rarely a dedicated box just for that
function, but rather a virtual machine on some large blade in a huge
datacenter. Of course, I could be wrong. :)

One would assume that Oracle has SNMP monitoring on the hardware and
app-level monitoring and the like to report services that stop
responding. In fact, it sells one piece of software that does that.

When that report of failure will be acted upon depends on where in the
world is the person that gets the SMS or e-mail alert :)
