This must have been something Oracle found and fixed between testbuild 142917
and 142995. After rebuilding with build 142995 and extension pack 142994, the
x86 Win7 guest is back to happy and the menu and CPU use are normal.

I don't know what changed between those two testbuilds -- but something did.
Current host is Archlinux running Linux 5.11.6. So all appears well.
