I got this to work after a lot of experimentation.  I found two things that seem
to make it work well and consistently.

First:  In the XP host.  Set the "media status" property for the bridged VBox
network connection to "always connected".  (This is under the connections
properties -> advanced).

Second:  In the Ubuntu guest do not use DHCP.  Assign a network address.

This does limit you to the current network, but can easily be changed should you
go to another network.  DHCP works most of the time, but not consistently.  I
found that I had to disable and re-enable the connection in the Ubuntu guest. 
Also, I was getting a windows error regarding two devices with the same IP
address on the network until I went to assigning a static IP address to the
guest connection.
