it can be both

Maybe -  I've just done a fresh  install of windows XP on a  windows
host while monitoring with 
wireshark . On the first boot after joining the domain I could see  no
traffic at all before the login screen appeared, then plenty as I logged
in.  On the next reboot, policy applied ok.  When I first tried  this, I
had to do  many  reboots   before  policy applied. Have to experiment a
bit more ...
