Yes it does. I registered an account about 3 weeks ago without
problems, using lynx at that to do so, and having looked at the
registration form just now, I don't see any changes to it since I went
through the process. I do stand to be corrected, since I can't fully
verify that it actually does work without going through the process
all over again, but I don't see why it shouldn't work. Perhaps you
could explain what you mean by "it doesn't work."

Hmmm, I'm lost. Why are you downloading register.php? If you're
attempting to register an account by downloading register.php to your
own machine, and then running it locally, it's no surprise that it
doesn't work in that case, I'd be surprised if it did. Php is a
server-side language, or should I call it a script, and it will not
run as expected off the server, in this case anyway.
