This is the main problem VirtualBox's paradigm. Windows, any windows, installs 
for  specific hardware and an emulating VM needs present some standard, known 
hardware to work. Qemu does this and one can get other resolutions using 
Qemu. Win98 is just as painfully sllooooooww under Qemu as in Vbox but it 
works better in Qemu, not NEEDING guest-additions. If guest additions are not 
needed for proper OS operation in the emulator, then the developers need not 
write them.

Even with guest additions, using Windows in a VM will work best if standard, 
known hardware is presented. The guest additions for better host-guest 
relationships, faster operation, etc., would be "gravy".

For now, use Qemu with Win98. Don't forget to install the kqemu kernel module 
(both available in Debian or from their own sites). Note that after 
installation on some systems, such as mine, the kernel module will not work 
unless I manually assure that its "device-major" number is 250.
