What you'd want to do, is to disable networking in the vm (I.E. don't
configure a network card), and:

A. Configure a virtual serial port to point to the serial port on the
host where the dial-up modem is, or

B. if you have a usb modem, and are using the closed version of
virtualbox, pass the usb modem through to the guest.
