The IO-APIC does not have a worse performance in general but it is
harder to virtualize than the (legacy) PIC. For some guests, an IO-APIC
is just required, for instance, if Windows was installed with another
VMM and the IO-APIC was enabled or if a Windows installatiton from the
host should be migrated to a VM. Linux has a hard-coded assumption for
some specific AMD CPUs about the presence of an IO-APIC.
