You need to set up both VBox guest (as VRDP terminal server) and
Linux terminal (as VRDP terminal client).
Here's a note of how I configured USB-over-VRDP.

=== Configuring VBox guest for UDP-over-VRDP ===
[Enable Remote USB]
1. Open "Settings::USB" panel.
2. Check "Enable USB Controller" checkbox.
3. Once above is done, you'll find blue "*" icon (Add Empty
Filter) appear at the right of USB Device Filters listbox.
Click it, and item "New Filter 1" will appear.
4. Double click on "New Filter 1" to edit.
5. Make sure "Remote" entry is either "Yes" or "Any".
Only "Name" and "Remote" entry should be filled.
[Enable VRDP]
1. Open "Settings::Remote Display" panel.
2. Check "Enable VRDP Server" checkbox.
3. Edit port if needed. Since VBox host could be running
RDP server of its own, changing to port other than 3389
is a safe bet.
[Run VBox guest]
Example:
$ VBoxHeadless -vrdp on -port 3489 -startvm mypc

NOTE: Only Linux is currently supported. This is because
there is no Windows VRDP client that supports USB-over-VRDP.
[Install VRDP client]
1. Install "rdesktop-vrdp" binary and keymap files.
# If you have enough disk, you can just install whole virtualbox
# package. I couldn't, as my PC only has 1GB flash and package
# dependency was way too much for full installation.
[Grant permission to access USB devices]
1. Make sure you (or whoever will be running "rdesktop-vrdp") has
access permission to /proc/bus/usb/ tree.
# I'm sure this sound vague, but "The Right Way" is way too
# complicated to explain as that involves usbfs and udev.
# For now, you can skip this section as I'll be using sudo.
[Run VRDP client]
Example:
$ sudo rdesktop-vrdp -r usb <vbox-host>:3489

With procedure above, I was able to make VBox guest recognize
USB device attached to remote terminal.
However, in my environment (Debian lenny), rdesktop-vrdp is extremely
unstable and crashes with SEGV after several mouse clicks (happens
even without "-r usb"). So I'm still using plain rdesktop and so
do not have in-depth usage experience on USB-over-VRDP.
