I ran into the same problem with a Toshiba XP restore disk. (I have even run into Windows 98 disks that would only install on Compaq computers.) The restore software is looking for the Toshiba string in the BIOS. If you add it, you can use the Vista restore disk. I have done it.
The thing you have to remember is that the restore disk in NOT a general install disk. It is supposed to only be used to restore the system it came with. The first boot in Virtual Box will require you to add a bunch of drivers that were not installed by the restore disk. You are also going to have to give it the key from Toshiba - it will not work with a general install key. I believe it is an OEM specific key series. It has been a while sense I did it, but I believe it is you have to change DmiBIOSVendor and one other string that I can not remember right now.
